Since 2015, IOM implements the Project “Counter-Trafficking (CT) in Persons Activity” funded by USAID aiming at assisting assist the Government of Azerbaijan and civil society organizations to further improve the country ́s effectiveness in preventing and combating trafficking in persons (TIP) and forced labour through raising public awareness on trafficking in human beings and providing technical and financial support to the civil society organizations operating shelters for assisting potential and actual victims of trafficking, forced labour.

The action will reach expected results through enhanced partnership and coordination across Government and non- government agencies and the private sector, while also providing financial support to civil society organizations (CSOs) for improved service provision to potential, presumed and confirmed victims of TIP, forced labour and Gender Based Violence (GBV).

About the Project

Duration: September 2015 – September 2023

Beneficiaries: identified, presumed, and potentional victims of trafficking, victims of forced labour, members of the Civil Society Organizations (CSOs) and Government of Azerbaijan.

Partners

IOM works in partnership with governments, the United Nations (UN) system, international and non-governmental organizations, the private sector and development partners on all aspects of counter-trafficking responses – Prevention, Protection, Prosecution and Partnership.

In particular, IOM Azerbaijan works directly with the Main Department on Combating TIP of the Ministry of Internal Affairs, the Ministry of Labour and Social Protection of Population, Ministry of Foreign Affairs and members of the CSOs.

Project Objectives
  1. Increase the number of victims identified and referred to services by improving effectiveness of the cooperation among first responders.

  2. Support CT stakeholders in providing quality assistance and reintegration services to confirmed /presumed and/or potential victims.

  3. Improve the discussions between key stakeholders on the different aspects of TIP, based on a more comprehensive social study set of the TIP issue in Azerbaijan.

  4. Strengthen the financial sustainability of local NGOs.

Activities
  • Capacity building activities for first responders in the detection and identification of cases of trafficking, for lawyers and for local NGOs on the implementation of sustainability strategies and improvement the technical competences of their personnel to provide assistance to victims.
  • Provision of quality assistance to potential, presumed victims and victims of TIP by funding local shelters/rehabilitation centers offering psychological, legal, and social assistance to victims and equipping them with basic skills and tools necessary to support their reintegration with involvement of the private sector.
  • Raising awareness campaigns to sensitize on CT and combating exploitation of women, children, forced laborers with CSOs and the State to improve the attitude towards discussing different aspects of TIP.
  • Conduct a comparative analysis on inter-agency coordination models in targeted global and regional content with selected State agencies including the organization of study tours.
