IOM Azerbaijan provided cash and in-kind reintegration assistance to 293 returnees during the first 9 months of 2023
IOM Azerbaijan continues to provide reintegration assistance to Azerbaijani citizens returning voluntarily to their country of origin as part of the Voluntary Return Assistance and Reintegration (AVRR) projects. During the first nine months of 2023, IOM Azerbaijan provided reintegration assistance, including cash and in-kind support, to 293 individuals who voluntarily returned to Azerbaijan under the AVRR projects. This assistance aims to ensure the sustainable reintegration of returnees into their home society.
Under the AVRR projects, returnees received assistance in various areas such as setting up small businesses, temporary housing, household items, and medical needs. With the support of IOM, returnees have successfully established entrepreneurial activities in sectors like small farming, services (such as taxi), small trade, and production.
From January to September 2023, a total of 1,367 Azerbaijani nationals voluntarily returned to Azerbaijan through the AVRR projects, primarily from Moldova, Germany, the Netherlands, Austria, Latvia, Georgia, Belarus, Hungary, Poland, Turkey, and Romania.
During this period, IOM Azerbaijan provided comprehensive counseling sessions to 128 returnees. Out of the 293 beneficiaries, 54 received cash assistance, while 239 received in-kind support, which encompassed temporary housing, support for starting small businesses, purchasing home appliances and furniture, and covering health needs.
Over a five-year period from 2018 to 2023, a total of 4,794 individuals were successfully returned to Azerbaijan, and 3,135 Azerbaijani nationals received reintegration support through IOM's AVRR projects.
Through partnerships with government, non-governmental stakeholders, and other international organizations, IOM has expanded the expertise and reach of AVRR programs, positively impacting over 1.6 million people.
The AVRR projects align with the principles of safe, orderly, and dignified migration, safeguarding the human rights of migrants and contributing to the integrity of regular migration structures and asylum systems.
Reintegration assistance directly contributes to the implementation of the 2030 Agenda for Sustainable Development, particularly target 10.7, which focuses on facilitating safe and responsible migration. It also contributes to targets 10.2, 17.9, and 17.17.
The AVRR projects also align with the Global Compact for Safe, Orderly and Regular Migration, particularly Objective 21, which emphasizes cooperation in facilitating safe and dignified return, readmission, and sustainable reintegration. It also aligns with objectives 1, 3, 4, 7, 12, and 13.
